Rio de Janeiro is going through a profound process of revitalization and transformation. The achievements in social policies, the recovery of the municipal economy and finances, and the improvements in public safety indicators are pointed out as important factors to attract new investments to the city and its environs.
In recent years, with the performance of its public and private powers, the city of Rio de Janeiro has made significant progress in its social, economic and environmental development agendas. There are many new achievements. The political alignment between the municipal, state and federal administrations allowed the city to continue its process of urbanization, stemming from the improvements in infrastructure and public services in low-income locations, such as the suburban areas and slums (“favelas”).
There are still, however, significant challenges to be faced to ensure, in a sustainable way, social and economic inclusion, which will only achieve its ultimate expression in an integrated metropolis. The present cash crisis, due to lower tax revenues, which is now impacting the State Government of Rio de Janeiro, makes it even more urgent to build partnerships among the various powers of our society aiming at improving efficiency in financial resources to produce agreements which shall contribute to a positive-sum game.
Rio Sustainability Forum is a continuous event, a permanent one, whose function is to foster connections and agreements amongst Rio’s Pact six powers. This will be done through the definition and the monitoring of targets to be met in view of the sustainability of the city metropolitan region. Rio Sustainability Forum shall culminate in one annual event designed to disclose, in relationship to the six powers mentioned, all the results of the agreements reached; to expose the successful experiences registered and the best practices achieved.
It works as an approximation space between the powers, allowing an integrated exposure of all of their various indicators – social, environmental, quality of life, etc – and of their diverse knowledge and experiences, as well. This joint vision of the metropolitan region of Rio de Janeiro shall make it possible to establish, in a more efficient way, diagnostics and policy paths, and actions to be undertaken by the private sector and by the third sector, as well.
Based upon all the quality information obtained, the main objective of the Forum is to propose goals, in an integrated way, for the coming years for Rio’s Pact six powers. And to monitor them – annually.
Namely, the six powers are:
1. Public Sector
6.Population (Rio’s Citizens)
The major goal of the Sustainability Forum in Rio is to be the basis for the Resilience Metropolitan Centre, which is expected to be launched by June 2017. The Resilience Metropolitan Center shall be the result of a series of draft agreements prepared during the Rio Sustainability Forum, which will be monitored by indicators, with the help of the population through apps. The Resilience Metropolitan Center shall be a physical space where representatives of the six powers, coordinated by the academies and research centers shall meet regularly to exchange specific information for each sector, in order to draw a more accurate diagnosis of the metropolitan region, allowing for a better preparation and a more efficient monitoring of the actions undertaken.
Besides proposing agreements and goals and to track and monitor the actions for the sustainable development of the metropolis, the Resilience Center shall evaluate and issue certificates utilizing both: Rio’s Pact Seal and Rio’s Pact rewards system. The ultimate goal is to create value, and to turn the contribution for a more humane metropolitan area into something of more importance for all its citizens, themselves.
The seal of Rio’s Pact shall be an insignia, a value awarded to those who have committed themselves to the sustainable development of the metropolitan region of Rio.
The main focus of the Rio Sustainability Forum 2016, which shall take place on 13-15 July shall be the construction of agreements between the six powers of the society, which will be monitored and re-evaluated during the subsequent Forum. For this purpose, pre-arranged meetings with various representatives of each power shall be organized to generate an effective pre-articulation among them. Each sector will be responsible for curating a panel with its respective theme, articulating through a curator, a surrogate and a coordinator. During the event, the sectors present the results of previous encounters by interacting with each other and the rest of the programming in accordance with the developed schedule.
Rio Sustainability Forum 2016 aims to consolidate Rio’s Pact as an articulator of network initiatives focusing on the sustainability of Rio de Janeiro metropolitan and suburban areas (“Grande Rio area”). Among its specific objectives are:
+ Being the first permanent forum for the discussion and analysis of the results of the agreements signed by the six powers, at previous events;
+ To establish agreements between the six powers of the society, for the development of actions to promote solutions, in order to generate greater resilience in our metropolis;
+ To promote (new) businesses associated with projects aiming at solutions to the sustainability challenges of Rio de Janeiro;
+ To disseminate the best and inspiring national and international practices;
+ To divulge publicly the work done by ACRio in promoting projects undertaken by its members;
+ To make public initiatives of the sponsors.
